Free PDF utilities are ubiquitous, but most are heavily ad supported or come with toolbars or require Java. For PDF viewing and form completion, it’s tough to beat PDF-XChange Editor from Tracker Software. To merge PDFs, the open source PDF Merge Tool is small and simple and doesn’t require Java like PDFSAM.
